Turkish National Police Academy (TNPA) provides  modern education and training for the police in Turkey both for national and foreign national police cadets. TNPA was restructured in 2001 with an aim to gain academic autonomy and a university status. TNPA is composed of the Faculty of Security Sciences, the Institute of Security Sciences, Police Vocational Schools of Higher Education and the Directorate of Research Centers. In these departments, the Academy provides diploma for undergraduate and postgraduate programs.

The Faculty of Security Sciences provides undergraduate education on security sciences at TNPA. In 2010-2011 academic year, a total of 1700 students (1331 male and 60 female Turkish students, and 299 male and 10 female foreign students from 18 countries) receive undergraduate education at the Faculty.

The Faculty of Security Sciences

  • Offers a 4 year undergraduate program,

  • Some courses are offered in English

The Faculty of Security Sciences

  • Cadets of foreign origin follow a one-year prep school program to learn Turkish besides the undergraduate program of the faculty,
  • Participates in Socrates/Erasmus, Leonardo Da Vinci and Youth projects,
  • Implements ECTS system, which is European Credit Transfer System,
  • Committed to strengthen the international ties with European Universities in order to realize the Bologna Process.

Institute of Security Sciences  was established in 2001 as the graduate School of the TNPA offering masters and Ph.D. degrees in policing and security areas in seven graduate programs.

•Besides the graduates of TNPA, military schools, individuals who have degrees in law, education, economy, administration and other relevant majors  constitute the main student source of the Institute.

• The institute also offers  basic and advanced educational and certificate programs  for  the ranking police officers who will be promoted to upper ranks  in the TNP.

Police Vocational Schools of Higher Education (PVSHE)

  • Provides  constables training for the TNP
  • Offers professional, social, legal, cultural courses
  • Practical training (field training)
  • A two-year  education period
  • Function as the boarding training institutions that are established under the Police Academy
  • 28 Police Vocational Schools around Turkey
  • 15.000 cadets

Faculty and Higher Education Institutions Program (FHE)

  • This program is designed to admit students who are already enrolled as regular students in different faculties of state universities in Ankara.
  • The purpose of having such a program is to train them as cadets of the Police Organization while they pursue their studies in special fields where the police organization needs qualified personnel.
  • The students also go through orientation and training programs before appointed as police constables to work in the departments concerned.

TNPA Research Centers (PAMER)

  • As an effort to respond to local and global issues concerning security, research centers at different fields have been opened.
  • As part of the mission of the Police Academy, Research Centers aim at conducting research in the area of policing and related areas.
  • To facilitate this aim, the researchers at the centers prepare research projects with and for the respected Departments within the Turkish National Police.
  • The Centers also work closely with the universities in Turkey and around the world to reflect the Turkish perspective in the related areas and to contribute to the global security. 
  • They also join in the projects and programs carried out by the practitioners so as to include the scientific perspective.

PAMER organizes seminars, conferences, focus group meetings, and  workshops  on  different  subjects.

INTERNATIONAL INSTITUTIONS THAT HAVE COOPERATION AGREEMENT WITH TNPA

ERASMUS PROGRAM

  • Supporting the realisation of a European Higher Education Area
  • To reinforce the contribution of higher education and advanced vocational education to process of innovation
  • To improve the quality and to increase the volume of multilateral cooperation between higher education institutions in Europe.
  • The Police Academy obtained the European Union Erasmus University Charter in 2004.
  • In accordance with the Lifelong Learning/Erasmus Program, students, faculty and staff exchange agreements were signed with 17 Police Academies and Universities from 12 European countries.
  • Erasmus Student Mobility  Program
    • 65 students sent abroad,
    • 26 students received  training at  TNPA.
  • Erasmus  Staff  Mobility Program,
    • 37 staff members went  abroad
    • 27 foreign staff and faculty members visited TNPA.

INTERNATIONAL MEMBERSHIP OF TNPA

The Association of European Police Colleges (AEPC)

The  Association  of  the European Police Colleges (AEPC) aims to maintain the and coordination among police training institutions  at international  level. cooperation

45 Police Academies from 37 European countries  are  official members  and the TNPA became a member of the AEPC  on   October  24, 2006.

At the Executive Committee Meeting, held on May 19, 2009 in Lyon-France, Prof. Dr. Zühtü ARSLAN, the President of TNPA, was unanimously elected as the Vice President of AEPC as a result of active involvement of TNPA in the activities of AEPC and its contributions to international cooperation on police training.

INTERPA

•INTERPA; is an association established among countries that have students at Turkish National Police Academy to foster opportunities and strengthen partnership among respective police education institutions.

•Membership shall not have an impact on membership in other international institutions.

 

"The International Association of Police Academies (INTERPA) Establishment Meeting and the Protocol Signing Ceremony" was be held in Istanbul Dolmabahçe Palace on July 2nd, 2011 under the initiatives of Turkish National Police Academy with the participation of 24 police training institutions from 24 different countries. For the establishing and holding the first meeting of INTERPA, 24 different countries’ Police Training Institutions, consisting Albania, Bosnia-Herzegovina, Bulgaria, Ethiopia, Jordan, Kazakhstan, Kosovo, Kyrgyzstan, Macedonia, Moldova, Malaysia, Mongolia, Montenegro, Palestine, Romania, Saudi Arabia, Serbia, South Korea, Sudan, Tajikistan, The United Arab Emirates, Turkey, Turkish Republic of Northern Cyprus and Uganda was participated. Serbia and Palestine attended the meeting as observers. The President of Turkish National Police Academy, Mr. Zühtü ARSLAN was elected unanimously as the first president of the INTERPA, by the General Council.

INTERPA is being established in order to share experiences and knowledge, and to inquire common problems in the field of police training among the countries all around the world especially with those that have students in the Turkish National Police Academy.

Dedicated to undertake important roles for the future of police training and scientific studies in policing, the secretarial services of INTERPA will be undertaken by the Turkish National Police Academy.

Aims of INTERPA

•To raise the cooperation in the field of police education among member police education institutions by sharing the best practices and research in policing and police education  field.

•To conduct exchange programs (for the police administrators, faculty members, trainers  and  police  cadets). To exchange experience  and  to learn from each others’  best  practices.

•To increase the managerial capacities of  the  senior police directors  by means of  joint programs.
