CITY SECURITY MANAGEMENT SYSTEM (Mobese) PROJECT


City Security Management System (MOBESE) is an informatics system which provides beneficial and effective results by processing image, video and location data. These results also collaborate with PolNet (Police Information System and Network) applications thus yielding to increased public safety.
The main goals of the project;
- Improving effectiveness of struggling with crimes and criminals
- Strengthening coordination and communication among police forces
- Monitoring the police activities
- Accessing any necessary information from anywhere and in a little while.
The project has 3 subsystems;
- Surveillance Subsystem
Surveillance subsystem provides monitoring important junctions and common areas for public security, traffic, counter-terrorism and civil disturbances. It also provides;
- Storing, retrieving and printing the visual data
- Remote control (Pan – Tilt – Zoom)
- Night view support
- Geographic Information System (GIS) support
- Expandable infrastructure
- Detecting stolen vehicles by automatic plate number recognition system
- Intelligent based alarm management - A special software was developed for detecting and tracing crowds and objects while respecting privacy of individuals
- In case of a security crisis, a crisis desk can be constituted at MOBESE Center or the views can be transmitted to crisis administration center so that the problem can be completely seen and administered by the governor and/or chief of police department


- Call Management Subsystem
Call Management Subsystem provides dispatching and directing police forces through the information which comes from various sources.
It also provides;
- Following all opened or closed calls
- Storing and tracing all of the calls
- Evaluating personnel performance
- Tracing incoming calls, opened informing, duty and relevant police forces
- Dispatching the forces through Geographic Information System (GIS) support

- Mobile Applications Subsystem
Mobile Applications Subsystem is a system which provides getting information about vehicles, individuals or events by mobile computers.
It also provides;
- Making online queries about drivers, vehicles, personal identifications, wanted persons from PolNet (Police Information System and Network) database, via GPRS network.
- Monitoring police vehicles on digital map.
- Text messaging or push talk messaging
- Sending emergency calls
- Forming and printing reports.
- Performance reports.


Present Situation
City Security Management System (Mobese) Project has been implemented to all (81) cities and largely populated districts.
