
EU AFFAIRS WITH TURKISH
NATIONAL POLICE
With the launch of full membership negotiations on October 3, 2005, a new phase started in the relations between our country and the EU.
Completing the accession process by elevating the level of harmonization to the political criteria, aligning with the economic criteria and finalizing the negotiations regarding the EU acquis under 35 chapters is targeted.
The harmonisation activities with the EU in terms of Turkish National Police are carried out by the EU Division established in 2002 under International Relations Department; in line with our national program, the issues envisaged in the accession partnership document and the annual progress reports.
All the harmonisation activities by the central and the provincial organisation are monitored and coordination between the units is provided.

“Ethic Codes of Law Enforcement” were adopted and came into force in 2008 within the context of the project of “Strengthening the Accountability, Effectiveness and Efficiency of TNP”, one of the twinning projects carried out so far in the process of harmonisation with EU.
TAIEX (Technical Assistance Information Exchange Office)
It provides support to the candidate countries to form the necessary administrative structures as part of their efforts to harmonize their legislation and implementation in the form of short term “expert visits, study visits and seminars/workshops”
We carried out 96 study visit activities between 2003 and 2010 and 430 members of our staff took part in study visits to various EU countries. In addition, nearly 400 personnel has participated in various workshops in Turkey since 2003.

CEPOL (European Police College )

It was established to enable cooperation among the police training institutions of the EU member countries and to cooperate in the field of training senior police officers.

It was founded by the Council decision dating December 22, 2000 in order to carry out studies at the EU level.

As TNP, we have been participating to CEPOL Foreign Relations Working Group Meetings and Police Authorities Seminars for the candidate countries.

The Cooperation Agreement with CEPOL was signed in Brussels on December 7,2010

The contact point for CEPOL is the EU Division.
EMCDDA (The European Monitoring Centre for Drugs and Drug Addiction)
- It was founded in 1994 and its headquarters are situated in Lisbon.
- The target of it is “to obtain objective, reliable and comparable information at European level about drugs, drug addiction and their results.”
- Participation agreement with EMCDDA was signed on October 30, 2007 (The agreement is still pending for being confirmed at the Turkish National Assembly)
- Our country’s National Contact is TADOC-TUBİM.
FRONTEX (EU Border Management Agency)

First contact with Frontex was thanks to the visit paid to the Frontex Centre in Warsaw on June 26, 2007 as part of “IBM Project”.

Possibilities to develop bilateral operational and technical partnership were assessed within the context of the visit Frontex authorities organised to our country and the opinions of the Ministry of Foreign Affairs were asked.

Negotiations with the Ministry of Foreign Affairs regarding technical issues are still on process.

EU Projects
Monitoring and Coordination Centre

EU Projects Monitoring and Coordination Centre of TNP was established in 2003 to take the responsibility;
- of the programming,
- preparation and
- coordination
of the large scale twinning projects to be carried out during the harmonisation process with the EU.
A total of 27 Twinning Projects were prepared as part of the Financial Programming of 2002-2009 by TNP.
- 13 projects have been completed up to now.
- 6 twinning projects are still being carried out,
- Preparation for the project contracts and project fiches of 8 projects is still going on.
There also exist 14 projects under the responsibility of other institutions, however, supported by TNP.
In addition to the twinning projects, TNP is also undertaking 10 MATRA projects, which is a kind of pre-accession support project for the candidate countries of EU financed by the Netherlands.
- 6 projects have been completed so far,
- 4 projects are still continuing and
- 2 projects have been proposed and are in the process of preparation.
There also exist 2 MATRA projects under the responsibility of other institutions, however, supported by TNP.

Strategy Papers for combating organised crimes, fraud, drugs, money laundering, human trafficking have been prepared,

Community Policing Units have been established for the first time in our country,

30 statement-taking rooms in 28 cities have been built, statement taking standards have been prepared, standards for statement-taking rooms have been determined and the personnel’s capacity for statement–taking have been enhanced.

An Action Plan for the implementation of Turkey’s Integrated Border Management have been prepared and signed by the Prime Minister’s Office

Training Strategy, programme and the curriculum have been developed for the implementation of Turkey’s Integrated Border Management Strategy,

A Department relating to Border Policing have been created within the body of the Police Academy,
