UNITED NATIONS PEACEKEEPING OPERATIONS

- United Nations peacekeeping is a unique and dynamic instrument developed by the Organization as a way to help countries torn by conflict create the conditions for lasting peace.
- The first UN peacekeeping mission was established in 1948, when the Security Council authorized the deployment of UN military observers to the Middle East to monitor the Armistice Agreement between Israel and its Arab neighbor.
- Since then, there have been a total of 64 UN peacekeeping operations around the world.
- Turkey and United Nations signed an agreement for Turkey’s contribution to UN Peacekeeping Operations on 14 June 2000.
Turkey is one of the main contributing country to UN operations.
TNP at United Nations Missions
TNP participated UN Peacekeeping Operations in 1996. Since then, particularly after 2000, the number of TNP contribution has dramatically been increasing in UN Peacekeeping Operations.
TNP supports currently 9 mandated United Nations Missions.

TNP IN UN PEACEKEEPING MISSIONS

Afghanistan/Wardak Provincial Reconstruction Team (PRT)
Provincial Reconstruction Team (PRT) was established in Afghanistan at the end of 2002, was integrated civilian-military organizations designed to meet three objectives: improve security, extend the reach of the Afghan Government, and facilitate reconstruction in priority provinces.
Turkey targets ; UTMOST CONTRIBUTION TO AFGHAN NATIONAL POLICE IN CAPACITY BUILDING since 2006.

443 Afghan Police have been trained in 37 different topics within Bilateral Cooperation of Turkey and Afghanistan so far,

Turkey has contributed to PRT with 113 police trainers,

723 students have been trained in Afghanistan/Wardak in 23 term so far,

Training of 500 Afghan National Police Cadets at Sivas Police Vocational School in Turkey for 6 months. The training is expected to start on 1 March 2011.

Currently, 9 trainer and 1 coordinator working in Wardak PRT

Temporary International Presence
in the City of Hebron(TIPH)
The TIPH is a civilian observer mission stationed in the city of Hebron. The mission was called for by the Israeli and the Palestinian authorities in 1997, to support them in their efforts to improve the situation in Hebron.
The mission works with a mandate which states that the TIPH is established to promote by their presence a feeling of security to the Palestinians of Hebron and to help to promote stability in the city.
7 TNP officers are working in TIPH
23 TNP officers have been deployed in TIPH Mission so far.
CONTRACTED POSITIONS
TNP Police officers are entitled to be contracted in the abroad missions and International Organizations, according to Article 77 of Law No.657.
The law envisages permission to the officers for working long time in the abroad.
Turkey has been contributed to International Organizations (such as Interpol, OSCE, UN, EU, OECD) with 12 personnel as contracted positions)
LIASION OFFICER

Agreements signed between different countries and protocols with International Organizations, seconded liason officers are appointed.
-3 liason officers in Afghanistan, Iran, Palestine and 5 liason officers at Interpol General Assembly and SECI (The Southeast European Cooperative Initiative) are on duty currently. |

Organization for Security and Co-Operation in Europe (OSCE)
- With 56 States from Europe, Central Asia and North America, the OSCE is the world's largest regional security organization. It offers a forum for political negotiations and decision-making in the fields of early warning, conflict prevention, crisis management and post-conflict rehabilitation, and puts the political will of its participating States into practice through its unique network of field missions.

European Union Police Missions (EUPM) in Bosnia and Herzegovina

Since the signing of the Dayton Peace Accords (1995), the EU has had a key supporting role in the stabilization of Bosnia and Herzegovina (BiH).

EUPM which followed on from the UN’s International Police Task Force is part of a broad effort undertaken by the EU and other actors to address the whole range of rule of law aspects.

Turkey contributes to the mission according to “Dayton Agreement”, which was signed on 14 December 1995.

European Union Rule of Law Mission(EULEX)
- EULEX is the largest civilian mission ever launched under the Common Security and Defence Policy (CSDP).
- The main aim is to assist and support the Kosovo authorities in the rule of law area, specifically in the police, judiciary and customs areas.
- The mission is not in Kosovo to govern or rule. It is a technical mission which will monitor, mentor and advise whilst retaining a number of limited executive powers.
- EULEX works under the general framework of United Nations Security Council Resolution 1244 and has a unified chain of command to Brussels.
EULEX
Turkey supports the mission according to “Agreement between the European Union and the Republic of Turkey establishing a framework for the participation of the Republic of Turkey in the European Union crisis management operations” signed in June 2006.

GENERAL MINIMUM REQUIREMENTS FOR EULEX
1) Minimum of five years of progressive and active policing service/experience,
2) Proficiency in English Language, both oral and written
3) Background Investigation,
4) Meet special minimum requirements for mission,
5) Possess a valid car driving license,
6) Have a good physical condition with no health problems.
